Carrie Wolinetz, Ph.D.

Dr. Carrie D. Wolinetz is a nationally recognized leader in U.S. biomedical research and science policy, with more than 20 years of experience shaping federal research strategy at the White House, National Institutes of Health, and across the research and innovation ecosystem. She currently serves as Senior Principal and Chair of the Health and Biosciences Innovation Practice Group at Lewis-Burke Associates, advising universities, foundations, and biotechnology organizations on federal research policy, innovation strategy, and public-private partnerships.

Dr. Wolinetz previously served as Deputy Director for Health & Life Sciences at the White House Office of Science and Technology Policy, where she established and led the first Division of Health & Life Sciences. Her work helped shape major national initiatives including the American Pandemic Preparedness Plan, the launch of ARPA-H, and release of the Executive Order on Biotechnology and Biomanufacturing.

Prior to OSTP, she spent nearly a decade at the National Institutes of Health, including as Acting Chief of Staff to the NIH Director, and as Associate Director for Science Policy. In these roles she led policy development across biosecurity, clinical trials, research ethics, and emerging biotechnology and served as part of the NIH executive leadership team, coordinating across the agency and U.S. government on leadership priorities. Before entering federal service, Dr. Wolinetz spent more than a decade in biomedical research advocacy, working on behalf of universities, scientists, and industry.

A frequent speaker and writer on science policy and biomedical innovation, Dr. Wolinetz has published in leading journals including Science, Nature, and JAMA and serves as adjunct faculty at Georgetown University. She has a BS in Animal Science from Cornell University and a Ph.D. from The Pennsylvania State University.
